A bill introduced by Rep. Joe Baca, D-Calif., would give produce growers with less than $500,000 in farm income a tax credit of $10,000.

The legislation, dubbed the Fresh Fruit and Vegetable Grower Tax Incentive Act, was prompted by a 2009 U.S. Department of Agriculture report that found "food deserts" in low-income communities.

Food deserts are areas where residents have limited or no access to large grocery markets that carry fresh produce.
