The U.S. Department of Agriculture plans to pay farmers in the Gulf states to flood fields, hoping they will entice migrating waterfowl away from oil-contaminated habitat.

The Natural Resources Conversation Service says the program applies to former wetlands and low-lying aras in Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, Missouri and Texas.
